Our Vision

Have a qualified Unit Commissioner for every Unit in the council
that actively supports & mentors it on a monthly basis.

Illowa Council Commissioners’ Strategic Objectives & Goals



Objective I: We will be equipped to provide the National Standard Training Program for new Commissioners to insure the highest quality Commissioner.



Strategies to Achieve the Objective:

  • Provide Fast Start Training & Youth Protection Training within the first 2 days of recruitment.
  • Provide Position Cards, personal coaching & orientation within 2 weeks of recruitment.
  • Provide Basic Commissioner Training within 2 months of recruitment.
  • Provide Continuing Education via monthly District Commissioner meetings, Annual College of Commissioner Science, & Philmont Training Center.
  • Ensure that Commissioners earn the Arrowhead Honor within 1 year.
  • Ensure that Commissioners earn the Commissioner Key after 3 years.
  • Ensure that Commissioners earn the Distinguished Commissioner Award after 5 years.

Specific Goals:

  • Every District will have a method of tracking & reporting to the council each Commissioner’s training progress. [January 2011]
  • Implement Fast Start Training, Personal Coaching & Orientation & Continuing Education. [July 2010]
  • Provide Commissioner Basic Training, as needed, up to 6 times a year:
    • Add Commissioner Basic Training to Council Events starting with P.O.W. – W.O.W. [November 2010]
    • Assemble a list of qualified trainers from each district. [August 2010]
    • Have new trainers attend Trainers EDGE (or equivalent). [March 2011]
    • Districts will communicate dates of their Commissioner Basic Training via the Commissioner section of the Council website. [July 2010]
  • Communicate commissioner training opportunities in Area. [Annually]

 

Objective II: Effectively Execute the National Annual Commissioner Service Plan.


Strategies to Achieve the Objective:

  • Update “Unit Service Guidebook” for charter year/calendar year.
  • Provide electronic version to District Commissioners.
  • Ensure commissioner unit visits are made & reported monthly

Specific Goals:

  • Obtain updated information from council calendar. [November 2010]
  • Update electronic version of Unit Service Guidebook. [December 2010]
  • Distribute electronic version to District Commissioners. [January 2011]
  • District Commissioners add their district information, print & distribute to Unit Commissioners. [February 2011]
  • Make commissioners aware that the U.V.T.S. is the only way to communicate monthly unit visits are made. [November 2010]

 

Objective III: Elevate the Prestige of the Commissioner Corps.


Strategies to Achieve the Objective:

  • Recognize commissioner achievements publicly via Roundtables, District Dinners, Council Dinners (when appropriate), Council website (Commissioner & District sections) & Local Newspapers.
  • Prioritize the processing of Awards for immediate presentation.
  • Proper uniforming of commissioners at Scouting events.
  • Acknowledgement of Commissioner “presence” at Scouting events.
  • Include a “Commissioner of the Month story” in the district newsletter &/or council website (Commissioner & District sections).

Specific Goals:

  • Each district is to have a method to notify their District Commissioner of the Commissioner to be recognized publicly. [January 2011]
  • Each district is to have methods to recognize commissioners at District Commissioner monthly meetings. [January 2011]
  • Each district is to have methods to recognize commissioners at Roundtables. [January 2011]
